Doc Ock is cool but I don't think he quite makes a top 10. Top 15, sure. Same goes for Penguin. Cobblepot can be lumped in with Riddler and Hugo Strange as second tier Batman villains. Joker is clearly the most dangerous Batman foe. General Zod, Doomsday, and Ultron probably are close mentions too.
