I have heard that sentiment before. While it's probably true for most people, a civil war does not need to start with half the population in agreement and in opposition to the other half. If a mere 3% is motivated enough to start battling against the powers that be, I'm sure that could be a catalyst for a larger confrontation.

Here's how I see it:
If we're heading toward a civil war, neither side would want it to start unless it is in control of the government. After all, whoever controls the arsenal, controls the outcome of the war.
Democrats are at the height of their power now, and will only lose it over the next two years. Because of this, my guess is that the left may push the envelope soon so as to justify some action that thwarts a Republican takeover of power. In other words, it would be in the interest of the left to bait people on the right into acting out violently so that the left can then suspend future elections, arrest members of the GOP, etc.
So if it sounds like the media is fanning the flames of civil war, then this could be why.

Notice in that Guardian article that it cites "heated rhetoric from supporters of Donald Trump" as a potential cause of civil war. It also states "Nine deaths including suicides among police officers have been linked to the Capitol attack on 6 January 2021". What a joke.
So basically, the Guardian is leftist propaganda, so treat it with a heavy grain of salt.
As for the underlying sentiments of civil war, the scary thing is that it seems things have sped up. I wrote a post over on CL in 2018 in which I mentioned a breakup was coming, and possibly civil war:
